Project manager experienced in developing scope, schedule, and budget for multi-million dollar projects. Proven ability in leadership, team building, and resource management to accomplish both technical and business project objectives.  Extensive knowledge in environmental permitting, reporting, environmental data collection and analysis, as well as regulatory interpretations, compliance assessments, regulatory negotiations, and land use planning.

 
Professional Accomplishments

 

Managed diverse Department of Energy (DOE), Department of Defense (DoD) projects, including environmental programs, environmental technology development, waste management, and waste remediation projects at the Idaho National Laboratory ($5-10M annually).  All projects were completed on time and within 3% under budget.  

 

Developed environmental management life-cycle scope, schedule, and budget for the INL Test Reactor Area, Power Burst Facility, Waste Experimental Reduction Facility, Waste Reduction Operations Complex, and CERCLA Disposal Facility ($45M over 5 years).

 

Developed a streamlined process for Emergency Planning and Community Right-to-Know Act reporting for a major facility with annual reporting of 10 to 12 Form R chemicals.

 

Conducted environmental phase I and II site assessments, project initiations, transfers, closures, and land-use planning, including environmental due diligence for a multi-billion dollar facility for transfer of the management and operating subcontract.

 

Planned and executed numerous technology research and development, technology transfer and stakeholder involvement conferences and workshops, including report and proceedings development and dissemination.  Including five International Solvent Substitution Workshops, an International Workshop for Supercritical Water Oxidation, numerous Mine Restoration, Research and Development, and Technology Exchange Workshops.

 

Project Environmental Lead for environmental surveillance, monitoring, and reporting programs and personnel and the Idaho National Laboratory.

 

Prepared reports, company wide safety project, and tasked based procedures, and regulatory interpretations in compliance with a variety of environmental regulations.

Professional Accomplishments

Transitioned, streamlined, and managed the Idaho National Laboratory Environmental Monitoring Program from   $5 million to $2.5 million, reducing staffing levels while maintaining the original scope.

 

Instrumental in the establishment and development of the Idaho Falls Regional Office of the Idaho Department of Environmental Quality, initially consisting of three staff members and limited services to a fully staffed and functional organization.

 

Managed environmental regulatory compliance, monitoring, and reporting programs including staff of up to 20 individuals and $7 million in funding.  Duties included project and program planning, scheduling, budget development and management.

 

Developed and negotiated environmental permits in compliance with state and federal requirements.  Consulted with and coached operations and engineering personnel to ensure understanding of and compliance with permit requirements.

 

Developed and negotiated regulatory compliance strategies with state and federal agencies. 

 

Conducted environmental compliance inspections and audits focused on compliance with the Clean Air Act, Clean Water Act, Resource Conservation Recovery Act, Safe Drinking Water Act, Comprehensive Environmental Response, Compensation, and Liability Act.  Planned and conducted environmental site assessments for risk evaluations, precursor to remedial actions, and property development baselines.

 

Oversaw numerous remedial actions at CERCLA, industrial, mine and LUST sites.

 

Developed and maintained Environmental Management Systems for ISO 14001 certification, including procedure development and staff education.

 

Prepared and edited reports in compliance with the Clean Air Act, Clean Water Act, Emergency Planning and Community Right-to-Know Act, Toxic Substances Control Act, permit and consent order requirements.
