Wildhorse Environmental has a combined 45 years experience developing and managing multi-million dollar environmental programs and projects in the public and private sectors. Our experience includes developing scope, schedule, budget and human resources to ensure successful project completion. Wildhorse provides expertise in environmental technology development, waste and chemical management, land-use and facility planning, emissions monitoring and surveillance, and remediation projects. 



Compliance Assistance
 
Wildhorse Environmental has years of work experience with environmental regulatory agencies conducting inspections, audits, and compliance determinations and negotiations. Wildhorse offers clients a depth of knowledge across a wide variety of environmental regulations.  For example, Wildhorse recently assisted a municipality and local irrigation district in Southeastern Idaho negotiate fines with federal and state agencies to resolve Clean Water Act violations.  Wildhorse conducted an Environmental Assessment in accordance with the National Environmental Policy Act and submitted documentation that enabled the city to receive Housing and Urban Development grant monies that were being withheld due to the infractions.  To finalize the project, Wildhorse developed a compliance plan that would allow the city to expand its recreational area with approval from the regulating entities.
 
 
Risk Assesments and Remediation
 

Wildhorse Environmental personnel have extensive experience planning and conducting contaminated site assessments, risk assessments and remedial actions at industrial facilities, active and abandoned mine sites, leaking underground storage tank sites, agricultural locations, and hazardous and deleterious material release locations.  All projects have been successfully completed in compliance with applicable local, state, and federal requirements.   

 

 

Environmental Reporting and Training

 

Wildhorse Environmental personnel have extensive experience interpreting regulatory reporting requirements, planning and developing environmental reports.  Report projects have included Clean Air Act, Clean Water Act, Emergency Planning and Community Right to Know Act, Toxic Substance Control Act, Resource Conservation and Recovery Act, State of Idaho Administrative Procedures Act, and various local ordinances.  Personnel have conducted training on various environmental rules and regulations (e.g., SPCC and NPDES training).   

 

 

Clean Water Act Permitting and Compliance

 

Wildhorse Environmental personnel have conducted inspections and audits to determine compliance with the Spill Prevention Control and Countermeasures, and National Pollution Discharge Elimination System for point and non-point discharges at industrial and construction sites.  Wildhorse maintains the expertise to determine permitting requirements, develop permits and Stormwater Pollution Prevention Plans in compliance with the Clean Water Act as well as SPCC Plans in compliance with the Oil Pollution Control Act.  Wildhorse Environmental personnel have conducted inspections and audits to determine compliance with the National Pollution Discharge Elimination System for point and non-point discharges at industrial and construction sites.  Wildhorse maintains the expertise to determine permitting requirements, develop permits and Stormwater Pollution Prevention Plans in compliance with the Clean Water Act.

 

Environmental Assessments
 

Wildhorse Environmental provided legal and environmental due diligence on three large dairies in Southern Idaho where biogas digester systems were to be constructed. The biodigesters were planned to address waste and waste water from the dairies operations and to provide a source of commercial energy.  Consequent due diligence activities Wildhorse developed and conducted Phase I and Phase II site assessments at these dairies.  Wildhorse provided additional services through evaluation of requirements to determine the feasibility of blending waste food products in the biodigesters.  The assessments and evaluation were used to ensure the community and regulators that siting of these facilities would be protective of human health and the environment, and assure investors that the location posed no financial risks. 

 

 Wildhorse Environmental provided environmental assessments for industrial property sales and transfers.  Wildhorse also provided National Environmental Policy Act (NEPA) evaluations for construction and demolition projects.

 

 

 

 

Sampling, Monitoring and Data Interpretation

 

 

Wildhorse Environmental personnel have an excess of fifteen years experience planning and conducting environmental sampling events, as well as developing and implementing monitoring regimes.  Wildhorse has conducted sampling and monitoring of air emissions, waste water discharges, ground water, drinking water systems, unknown substances/ waste, soils and vegetation for organic, inorganic and radiological parameters.  Data collected from sampling and monitoring has been interpreted to demonstrate compliance with regulations, ensure facility stakeholders that current operations have limited impact on the environment, provide environmental baseline data for siting new facilities, to enhance risk and environmental assessments, and in reparation of remedial action plans.

 

 

Clean Air Act Permitting and Compliance

 

Wildhorse Environmental has assisted mining and milling operations in the states of Idaho and Nevada to determine compliance and permitting requirements of the Clean Air Act and associated state regulations.  In this capacity Wildhorse has written air permit applications, permit applicability determinations, and conducted regulatory and site assessments.
